Cyclone Valley is a pioneering initiative built upon existing life-saving operations, bridging the gap between emergency protection and a technological future for women in Southern Madagascar. Operating in Ambovombe, Androy Region, an area challenged by climate change, extreme poverty, and gender-based violence, we offer a unique model that combines local women-led leadership with international professional standards.
The Partnership: Local Expertise, Global Standards
The project is built on an organizational structure that ensures high levels of professionalism and transparency:
TERATANY (Malagasy Women-Led NGO)
The lead operational arm on the ground. Responsible for program management, community engagement, and field implementation within the local society.
IRC Africa Inc. (U.S. 501c3 Nonprofit)
Provides professional guidance, strategic development, resource mobilization, and financial oversight in line with international compliance standards.
Proven Track Record
In January 2025, the two organizations jointly established The Blue House (Ny Trano Manga) – the first shelter for women and children survivors of violence in all of Madagascar, which has already provided life-saving protection to over 60 women and 100 children.
The Model: A Multi-Track Tech Campus
The campus will be established in Ambovombe, Androy Region, and is open to talented community members, single mothers, and high-achieving high school graduates.
Track 1: Single Mothers
Vocational training, financial literacy, and micro-loans for home-based entrepreneurship.
Track 2: Young Women
Intensive training in Business English, applied AI tools, BPO services, applied research, and the initiation of tech-enabled projects for the global market.
Strategic Uniqueness
The Living Lab and Sustainability
The campus operates as a Living Lab, generating economic value through localization services, applied research, and project development in the fields of climate change, gender-based violence, and community health.
This is the venture’s business core, enabling a transition from donor dependency to a sustainable and independent economic model, targeting 40% self-funding within three years.
Independent Infrastructure Goal
The establishment of an off-grid campus powered by solar energy and Starlink satellite internet ensures operational continuity regardless of local infrastructure challenges.
Career Horizon and Continuity
Top graduates will be fast-tracked for employment at TERATANY. Independent entrepreneurship is supported by granting alumnae continued access to campus resources, including internet, electricity, and advanced training opportunities beyond program completion.

Funding Need
To launch and operate Cyclone Valley, we are seeking USD 130,000 for the first year, covering campus setup, training delivery, infrastructure, staffing, and participant support.
We are seeking multi-year partners to support the program’s first three years, enabling scale, stability, and the transition toward financial sustainability.
